Legolas is a commander of the good faction specialized in dealing Damage, mainly physical, but also elemental.

After the rework he has become much more competitive thanks to his new damage skill and is among the A-class commanders one of the best.

In the current meta he finds a space thanks to his notable sustained damage and also thanks to his ability to inflict numerous attacks in succession, very useful for eliminating the uses of the White Council.

Even though he is a great commander, he is still an A-class commander and not an S-class, for this reason there are better choices for F2P, on which to invest.

SKILL BUILD R4

Start by placing 10 points on “GreenLeaf”, a skill that deals 200% Physical Damage to 2 enemy formations on turns 2, 4, 6, 8, and 10.
In addition, each enemy hit has a 30% chance to take an additional 200% Poison Damage.
Enemies hit will deal 20% Reduced Damage with their next attack.

Now assign 9 points to “Dwarf Friend”, a skill that deals 270% Physical Damage to 2 Enemy Formations.
This skill, thanks to the “Incursion” bonus, will be activated in rounds 1, 4, 7 and 10.
With only 5 more points available, we will not max this skill out for now.

Let’s put the last 5 points on “The Fair”, a skill that deals 225% Physical Damage to an Enemy Formation in rounds 3, 6 and 9.

At the fifth level this skill will grant Initiative for the next round, allowing Legolas to always act first in rounds 4, 7 and 10.

At this level your damage will already be considerable, with all the points assigned to damage skills, but since these skills are not real Burst skills and the legendary commander will always have fewer stats than a mythical commander, he could struggle to compete with the top Damage Dealers of the meta.

I therefore advise all Legolas users to take him at least to the next step, which is R10.

SKILL BUILD R10

Once you reach respect 10 your build will proceed very similarly to before, but this time you will invest 10 points instead of 9 on “Dwarf Friend”, to inflict 300% Physical Damage and reduce the damage taken by an allied commander by 10% for one turn.

Once this is done you will invest your remaining points to also max out “The Fair”, and inflict 550% Physical Damage on an enemy.

In addition, the commander will now increase the damage inflicted on melee units by 15%.

The increase in skill damage, the statistical bonuses given by ascension and the possibility of using the unique, make Legolas a very high level Damage Dealer at R10, capable of measuring up to many of the best commanders.

FINAL SKILL BUILD

By increasing Legolas’ respect even more you will have a choice to make, depending on your formation.

If you decide to play Legolas with Gil-Galad or Undying, you will have to invest the points in the Bloodline and you will not unlock the skill “Grey Elf”, because the evasion skills would cancel each other out.

Instead, if you play without these two commanders, place 6 points on “Grey Elf”, to obtain a 12% chance of evading every attack received and have +3 to your Initiative.

The recommended Soft Cap for Legolas is R10 and his Hard Cap, beyond which it is not recommended to invest, is Z1.

EQUIPMENT

As for equipment, the best stats for Legolas are Damage, Attack, Command, Focus and Troop Defense, in that order.

WEAPON

As a weapon, the best choice is “Axe of Khazad-Dum”, which provides 14-30 Damage and 48 Attack.

As an alternative, you can also fall back on “Black Bow”, which provides 12-28 Damage and 39 Attack, less effective but still usable.

At Epic level, use the “Battle Axe” to get 10-14 Damage and 18 Attack.

CHEST

As for armor, there are 2 choices, the “Berserker’s Raiment” that provides 24 Attack and 12 Focus is the best offensive choice, it is the Best In slot.

As an alternative, the “High Elf Hauberk” is the best defensive choice, providing 48 Unit Defense.

The choice of armor is also related to the helmet you will use, I always recommend using one of the two pieces defensively.

At epic level, the “Scale Mail” provides 15 Attack and is the best choice.

HELMET

As a helmet the best choice is the “Casque Of The Submerged Isle” which provides 130 Command and 48 Unit defense, all the defensive stats needed by Legolas to reach his Soft Cap.

Alternatively, if you have already opted for a defensive armor, you can use the “Casque Of Pride” as an Offensive choice, which provides 48 Attack.

At Epic level the “Full Helm” is the best choice with its 18 Attack.

ACCESSORY

As an accessory, the best is the “Palantir Of Orthanc”, which provides 10-10 damage, 48 Attack and 6 Focus.

As a secondary choice, you can fall back on a “Drums Of Barad-Dur”, which provides 6-10 Damage, 36 Attack and 18 Focus.

At epic level, the best choice is the “Worn-Out Smoaking Pipe”, which provides 9 Attack.

If you want to increase the damage dealt by Legolas, the best Effect set is “Might”, which increases the Physical Damage dealt by 10% for the entire duration of the fight.

If your supporters are not very reliable, you may instead need a defensive effect set, such as “Fortitude”, which reduces the Physical Damage taken by 10% for the entire battle.

Alternatively, I also recommend “Divide and Conquer” or “Evasive Action” depending on your needs, they are more situational bonuses and depend on what formation you build around Legolas.

[Commander] Normal attacks inflict an additional 125.0% Physical Damage

Legolas’ unique item is the Bow Of The Galadhrim.

Statistically it is definitely not relevant, as it only provides +6 attack to the commander and 3 out of 4 bonuses are useless, making it also very difficult to Strengthen properly.

The Bonus on the contrary is very strong, providing 1 additional damage of 125% Physical Damage every time Legolas attacks with his basic attack.

It is strongly recommended to at least unlock this unique, to have an additional Hit each turn to eliminate the White Council stacks.

For all those who want to use Legolas as a Damage Dealer for a Main Team it is also mandatory to Refine this item, which will help to significantly increase his damage.

Strengthening this item instead is recommended only for Krakens who do not know where to put the items anymore.

TROOPS SELECTION

The troops for Legolas vary depending on the team you decide to play him on.

If you use him with Gil-Galad, the best choices are the Bow Knights or their T2 version, the Cavalry Archer, medium Elven units that will make the most of Gil-Galad’s advantages, to make Legolas more resistant.

Alternatively, if you do not use Gil-Galad, the best choice are the Ram Riders or their T2 version, the Goat Riders, medium Dwarven units much more resistant than the elves.

As a last option I suggest the Guardian, a small T3 unit, that can be used against Evil Faction, if the enemy uses many Big units, to take advantage of the 20% Damage Bonus provided by the Counter System.

There are other valid options to use on Legolas, but these are the best choices.

COMMANDERS SUGGESTED

Gil-Galad is crucial for every pick in the current meta, providing 70% evasion to all Elven units for the first 2 Rounds and granting a unique sustain to all his allies.

Using him limits you in terms of units but gives you a huge advantage in terms of sustain that will allow you to still have Legolas at full health after the first 3 Rounds.

Gandalf The White is the best utility support in the game, with his damage reduction for all his allies reaching up to 80% and his damage increase of 25% on 3 enemies he is simply indispensable for any formation that aspires to compete and has everything Legolas needs to give his best.

COMMANDERS THAT COUNTER

Gil-Galad with his evasion neutralizes 70% of the damage inflicted by Legolas in the first 3 rounds, can stun him in rounds 3-6-9 and does not allow him to exploit his good ability to eliminate the uses of White Council, making him much less effective if not supported properly.

CONCLUSION

In conclusion, I consider Legolas a valid commander if well equipped, which finds its peak at Respect 10, after the ascension and with his unique item.

Recommended for mid spenders who want to use something particular or for Krakens who want to use it for their second team.

Not recommended for those who cannot meet the minimum requirements of respect and gear, therefore not usable by F2P.
